UGC ODL & Online Programmes 2025-26: The University Grants Commission (UGC) has released its list of approved universities for the 2025–26 academic session. A total of 101 universities and 20 Category-1 institutions can now offer Open and Distance Learning (ODL) programmes. Along with them, 113 universities are permitted to run online courses, and 13 can offer specialized Online Learning (OL) programmes.

In a key regulatory change, Central, State, and Private Universities will no longer need AICTE approval to start Management, Computer Applications, and Travel & Tourism programmes in ODL or online mode. However, Deemed-to-be Universities must still get AICTE clearance for these programmes.

The UGC has fixed 15th October 2025 as the last date for admissions. All institutions must follow the rules related to territorial jurisdiction, Learner Support Centres (LSCs), and credit requirements under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020.

UGC Approves 101 Universities for ODL, 113 for Online Programmes

For the academic year 2025-26, the UGC has granted recognition to 101 universities for Open and Distance Learning (ODL) programmes, 113 universities for online courses, and 13 institutions for specialized Online Learning (OL) programmes. The approvals follow a rigorous evaluation of applications under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.

Students can now choose from a wider range of accredited programmes without relocating, boosting access to quality education in remote and underserved regions.

AICTE Approval No Longer Required for Most Universities

In a significant regulatory shift, the UGC’s 578th Commission decision exempts Central, State, and Private Universities from seeking prior AICTE approval or NOC to offer Undergraduate, Postgraduate, and Postgraduate Diploma programmes in Management, Computer Applications, and Travel & Tourism via ODL or online modes.

However, Deemed-to-be Universities must still obtain AICTE clearance before launching such programmes. Programmes under other regulatory authorities (e.g., Bar Council of India, NCTE) will require relevant NOCs, and HEIs must comply with all seat intake and programme-specific conditions.

UGC Sets 15th October 2025 as Admission Deadline

The UGC has announced 15th October 2025 as the last date for admitting learners into recognized ODL and online programmes for the 2025-26 academic session. HEIs must also submit student admission data through the DEB Web Portal via reverse API by this deadline. This centralized tracking aims to ensure transparency and compliance with UGC norms. Students are advised to apply early and verify their eligibility, as institutions will not be permitted to enroll learners after the cutoff.
