On Tuesday, July 23, 2025, the Government of India launched the SOAR (Skilling for AI Readiness) programme at the Bharat SkillNxt 2025 event in New Delhi. Aimed at students from classes 6 to 12, the initiative introduces three 15-hour structured AI learning modules to equip young learners with foundational and advanced knowledge in Artificial Intelligence.
Minister of State for Skill Development and Entrepreneurship, Shri Jayant Chaudhary, announced the initiative and emphasized how it would make India’s school-going population AI-literate, enabling them to apply AI in real-life contexts.

Why Was the SOAR Initiative Launched?
The SOAR initiative was launched to address the growing demand for AI skills and ensure that India’s youth are prepared for the technological future. The programme also seeks to align with the Skill India Mission and National Education Policy 2020, focusing on early skill development, inclusivity, and global competitiveness.
Key Features of the SOAR Programme
The SOAR programme is divided into three main modules, each lasting 15 hours:
- AI to be aware: This beginner-level module introduces students to the basic concepts of AI, its types, and real-world applications in their daily lives.
- AI to acquire: This intermediate module teaches students basic AI programming and provides hands-on experience with commonly used AI tools.
- AI to aspire: The final module addresses the ethical dimensions of AI, its impact on jobs and society, and the career opportunities it presents.
AI Training for Teachers
To ensure effective delivery of AI education, the initiative includes a dedicated training programme for educators called AI for Educators. This is a 45-hour teacher training module designed to empower teachers with the necessary skills, tools, and knowledge to guide students through the AI curriculum.
Bridging the Digital Divide
One of the central goals of SOAR is to provide equal access to AI education across India’s diverse regions. The programme aims to include students from rural areas and under-resourced communities, ensuring no one is left behind in the digital revolution.
Dr. Sukanta Majumdar, Minister of State for Education, highlighted that SOAR supports NEP 2020 by promoting vocational training, digital literacy, and early exposure to future skills.
Global Collaborations and Partnerships
To strengthen the impact of the SOAR programme, the government has entered into several global partnerships. Notably, a memorandum of understanding (MoU) has been signed between India’s Ministry of Skill Development and Entrepreneurship (MSDE) and the Government of the French Republic.
This international collaboration will facilitate:
