What Is the Student Credit Card Scheme?

The West Bengal Student Credit Card Scheme allows students to borrow up to ₹10 lakh for higher education. This initiative covers expenses not only for tuition fees but also for books, laptops, study tours, and other educational costs.

The unique feature of this scheme is its flexible disbursement—students can receive funds in full or in stages, depending on academic requirements, such as semester-wise or annually.

Who Can Apply for Student Credit Card Scheme?

The scheme is open to permanent residents of West Bengal who have lived in the state for at least 10 years. Students must be under 40 years of age at the time of application. Eligible candidates include those who have completed Class 10 or above, and are pursuing higher secondary, undergraduate, postgraduate, or doctoral education.

Importantly, the scheme also supports students preparing for competitive examinations like UPSC, SSC, NEET, JEE, and others.

Eligible Courses and Institutions

The Student Credit Card can be used for a wide range of courses including engineering, medical, law, management, and professional diploma or certification programs. Students enrolled in recognized institutions in India or abroad are eligible.

Those wishing to pursue foreign education must submit necessary documents for verification, including admission letters and fee structures.

How to Apply for Student Credit Card?

To apply, students need to visit any of the following portals:

Students must register using their Class 10 registration number and Aadhaar card, after which they receive a unique ID. They can then log in with this ID, fill out the application form, and upload the necessary documents such as admission proof, income certificate, and course fee structure. Applications can be submitted at any point during the academic year.

Loan Disbursement and Repayment

Once submitted, the application is verified by the educational institution and then forwarded to the Department of Higher Education. After final approval, the documents are sent to the bank, which processes the loan as per RBI guidelines. Students receive a Student Credit Card, which functions like a debit card for education-related expenses.

Students must submit a progress report after completing each examination. Repayment of the loan begins one year after course completion or getting a job—whichever comes first. The repayment period is 15 years, including the moratorium period.

Interest Rate and Benefits

  • A fixed 4% interest rate is charged, regardless of the lending bank’s actual rate, due to the interest subsidy provided by the state government.
  • Women applicants receive an additional 0.5% interest rebate.
  • For loans up to ₹4 lakh, no margin money is required. For loans above ₹4 lakh, a margin of 5% must be paid.
  • The state government also acts as a guarantor, and in cases of default, it may settle dues with the banks directly.
