The University Grants Commission (UGC) has made a big decision that will affect many students and universities. From the July-August 2025 session, no university or college in India will be allowed to offer healthcare and allied courses in online or distance learning (ODL) mode.
This decision was taken in the 592nd UGC meeting held on July 23, 2025. It follows the rules of the National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021, which controls how healthcare-related education should be managed.
What Courses Are Affected?
UGC has clearly said that these subjects cannot be taught online or through distance learning anymore:
- Psychology
- Microbiology
- Food and Nutrition Science
- Biotechnology
- Clinical Nutrition & Dietetics
If a university is offering a course with many specializations (like B.A. with English, History, Political Science, Psychology, etc.), then only the healthcare-related subjects (such as Psychology) will be stopped. The other subjects can continue.

Key Highlights of the New Directive
- Complete Ban on ODL/Online Healthcare Courses: Programmes in Psychology, Microbiology, Food and Nutrition Science, Biotechnology, and Clinical Nutrition & Dietetics can no longer be offered in ODL or online mode.
- Withdrawal of Existing Approvals: Any recognition already granted to universities or colleges for running such programmes in the upcoming academic session (July-August 2025 onwards) will be withdrawn by UGC.
- Impact on Multi-Specialization Courses: For degrees like B.A. with multiple specializations, only the NCAHP-covered subjects (like Psychology) will be barred, while other subjects (English, History, Political Science, etc.) may continue.
- No Fresh Admissions Allowed: Institutions have been directed not to admit any students in these programmes from the July-August 2025 session onwards.
Why This Step by UGC?
The UGC took this step after deliberations with the Distance Education Bureau (DEB) Working Group, which recommended stricter control over healthcare and allied disciplines. These areas are considered highly specialized, requiring hands-on training, labs, and clinical exposure that cannot be effectively delivered in distance or online mode.
By enforcing this restriction, the Commission aims to maintain professional standards, safeguard student interests, and ensure that degrees in critical healthcare-related fields retain credibility in the job market and professional practice.

- Students: Those planning to pursue healthcare-related courses via distance or online education will now have to opt for regular, face-to-face programmes. This could mean higher costs and relocation for many aspirants.
- Universities/Colleges: Institutions offering such programmes under ODL/online mode must immediately stop admissions and comply with UGC directives, or risk losing recognition.
- Education Landscape: This move is expected to create a sharper distinction between professional and academic courses in distance learning, ensuring that healthcare education remains strictly supervised.
