How to Check Land Records Online: Property Ownership, Home Loan Verification, Legal Title & Encumbrance — Complete Guide for All Indian States

From verifying property ownership before purchase to checking encumbrance certificates for home loans — everything you need to know about India’s land record system, explained clearly for all states.

Every year, thousands of Indians lose their hard-earned money to property fraud, title disputes, and encumbered land sales. A buyer pays lakhs — sometimes crores — only to discover later that the land belonged to someone else, or that a bank had already mortgaged it. Almost all of these situations could have been avoided with one simple step: checking the official land record online before making any payment.

India’s land record system has been fully digitized under the Digital India Land Records Modernisation Programme (DILRMP). Every state now maintains a free, publicly accessible online portal where anyone can verify land ownership, check property legal status, view encumbrance details, and track mutation status — all without visiting a single government office.

What Is a Land Record — And Why Every Property Buyer Must Check It

A land record — formally called the Record of Rights (RoR) — is the official government document that establishes who legally owns a piece of land. In India, different states call this document by different names:

1. Ownership Record (Record of Rights / RoR) Most Important

This is the core document of the entire land record system — called Khatiyan in Bengal, 7/12 in Maharashtra, RTC in Karnataka, Patta in Tamil Nadu, Pahani in AP & Telangana, and Jamabandi in Punjab/Haryana/Rajasthan.

It contains: full name of all registered owners, the unique plot/survey/khasra/dag number, the total area of land, the type of land (agricultural/residential/commercial/forest), any encumbrances like bank mortgages, co-ownership details, and the current legal status of the title.

How to AccessGo to your state’s official land portal → Select District → Block/Taluka/Mandal → Village/Mouza → Search by Owner Name, Plot Number, or Account Number. The record is displayed instantly — free of charge.

2. Encumbrance Certificate (EC) — Is the Property Mortgaged? Critical Before Buying

An Encumbrance Certificate (EC) is one of the most important documents in any property transaction. It is an official record of all financial and legal liabilities attached to a property — primarily: whether the land has been mortgaged to a bank, financial institution, or private lender.

The EC also records: sale deeds, gift deeds, release deeds, lease deeds, court attachments, government charges, and any other registered transactions on that property within a specified time period.

How to AccessSouth Indian states (Karnataka via Kaveri Online, Tamil Nadu via TNREGINET, AP via IGRS, Telangana via IGRS): EC is available online as a downloadable document. North & East Indian states: Usually obtained from the Sub-Registrar’s office.

3. Mutation Status (Name Transfer After Purchase / Inheritance)

Mutation — called Namjari in Bengal, Dakhil Kharij in UP/Bihar/Rajasthan, Intkal in Punjab/Haryana, Ferfar in Maharashtra — is the process of updating the government land record to reflect the new owner’s name after a property is sold, inherited, or transferred.

Without completing mutation, the seller’s name remains in the government record — even if you have a registered sale deed in hand. Banks will refuse home loans, you cannot legally resell the property, and property tax will continue to be billed to the old owner.

How to Access / ApplyMost states allow online mutation application through their land portal or e-District portal. You can track pending mutation application status using the application number. Typically completed within 30–90 days.

4. Certified Land Record Copy — For Home Loans & Property Registration

When you apply for a home loan, agricultural loan, or land mortgage loan from any bank — SBI, HDFC, ICICI, Bank of Baroda, Punjab National Bank — the bank will require a certified copy of your land ownership record as part of the loan documentation.

A certified copy carries a digital signature or official stamp, making it legally valid for submission to banks, courts, and registration offices.

How to Get a Certified CopyApply through your state’s e-District portal or at the BL&LR office / Tehsildar office. Available online with a digital signature within 3–7 working days for a nominal fee of ₹20–₹50.

5. Plot Map / Cadastral Map (Bhu-Naksha / FMB / Shetwar)

The ownership record tells you who owns the land. The cadastral map tells you exactly where that land is — its precise boundaries, shape, dimensions, and relationship to surrounding plots. Essential for verifying that the physical land you are being shown matches the plot number in the ownership record.

How to AccessVisit bhunaksha.nic.in (national portal) or your state-specific map portal. Select state, district, tehsil, and village. The interactive map shows all plots — click on any plot to see the owner name and area.

6. Historical Ownership Records — CS, RS & LR Survey Records

India has three layers of historical land survey records spanning nearly a century — critical for inheritance disputes, succession claims, boundary conflicts, and government acquisition compensation cases.

CS Records — original British-era survey (foundational chain). RS Records — updated survey correcting CS errors. LR Records — reflecting redistribution under Land Reform Acts.

How to AccessAvailable on most state land portals under “CS Record”, “RS Record”, or “Old Records” sections. West Bengal, Bihar, Odisha and Assam have comprehensive historical records going back to 1928.

Land Records & Home Loans — What Banks Actually Verify

🏦 Documents Banks Verify for Property Loan / Home Loan Approval

Title Verification
Clear, marketable title in applicant’s name — verified via RoR/Khatiyan/Patta
Mutation Status
Name must be mutated in land record — not just in sale deed
Encumbrance Check
No existing mortgage or lien on property — EC for 13–30 years
Land Classification
Must be residential or non-agricultural — not agricultural only
Plot Map Verification
Physical location must match cadastral map and area in ownership record
Legal Status
No court stay, acquisition notice, or dispute on the property

Frequently Asked Questions
Is checking land records online completely free? +
Yes — viewing the basic ownership record on official state government portals is 100% free. You do not need to pay any agent, website, or middleman. However, a certified printed copy required for bank loans or court submissions carries a nominal fee of ₹20–₹50 through the e-District portal.
Can I search land records using only the owner’s name? +
Yes, in most states. You can search by owner name if you also know the district, block/tehsil/mandal, and village/mouza. Searching by plot number / survey number / khasra number / dag number gives more precise results.
What if the land record shows a different owner than the person selling to me? +
This is a serious red flag — do not proceed with any payment. The mismatch could mean the land was already sold to someone else, the mutation was never completed, or the seller has no legitimate claim. Get a lawyer involved immediately.
Do banks accept the online land record printout for home loan processing? +
For initial verification, yes. But for the final loan sanction, banks require a certified copy with official stamp or digital signature, obtained from the e-District portal or the revenue office.
What is the difference between a sale deed and a land record (khatiyan/patta)? +
A sale deed proves that a transaction occurred between buyer and seller. A land record / khatiyan / patta is the government’s recognition of who the current owner is. You need both for complete legal protection and bank loan eligibility.
Can I download land records from 1928 till now? +
Yes — historical records including CS (Cadastral Survey) records from the British era (around 1928 onwards), RS (Revisional Survey) records, and current LR records are digitized on state portals. West Bengal, Bihar, Odisha and Assam have particularly comprehensive historical record access.
Can agricultural land be used for building a house? +
Not directly. Agricultural land must first be converted to non-agricultural (NA) or residential use through an official process — called DC Conversion in Karnataka, NA Conversion in Maharashtra, and Land Use Change in UP/Rajasthan. Without conversion, construction is illegal and banks will not give a home loan.
